You will note that there are two licensing regimes listed, both permit outdoor tables and chairs for cafes, bars and restaurants:
(1) Annual tables and chairs licence, where smoking is permitted in the licensed area;
(2) Pavement licence, where smoking is not permitted in the licensed area.
