Thank you for your query.

Unfortunately, parking is not a lawful consideration under the Licensing Act 2003, as it can and must be dealt with under other bespoke legislation. However, Licensing Enforcement have advised the premises of these concerns raised, as well as taking the opportunity to discuss general licensing concerns in relation to the premises. The situation will be monitored, and Licensing Enforcement will intervene where possible under their remit.

I have liaised with Parking Enforcement who have advised they are aware of the illegal parking activity taking place at this location. Civil Enforcement Officers have been assigned to attend the area surrounding The Hart on Friday and Saturday nights and will issue tickets to vehicles parked in contravention.

Department.

I would like to discuss and have some insight into the situation that is happening on Chase Rd in Southgate opposite the Heart Lounge. The situation is that despite bollards having been installed opposite the venue, this has mitigated some of the parking issue. However, the issue is now predominantly on the Fridays and Saturdays in the late hours when enforcement is not active and that patrons of this venue park on the pavement and cause serious. Annoyance for both motorists and people that are using the pavement as pedestrians. I believe the time has come now to seriously look at the licence that has been issued to the lounge and to make them understand that their patrons must use the allocated parking in the Southgate Office Village as this issue has been. Dragging on for long enough, and clearly the bollards have made no improvement on the situation.

We need to explore the possibility of licencing now to get involved as causing a disturbance in the peace of Southgate and the issue of parking has been going on for long enough.
