Apologies for the delay with responding to this case. I have just returned from leave.
I can confirm that I have responded to a complaint based on the same issues presented in this MEQ. The following comments were provided pending further action in the coming weeks:
As part of the land sale requirement, the bins were moved away from the garage space in question during the summer of this year. Proposals were sent to residents in advance of this to provide information about the new bin storage location (this was to be at the end of the green space in front of each relevant block). Unfortunately, this did not take place due to the contractors being verbally threatened by some of the resident, stating that they do not want bins located outside their property due to the risk of vermin. As an interim measure, the bins were moved to the top end car park to ensure provisions were still available for the residents.
The caged garage area will remain closed off from public use. Any form of waste being disposed of in this location will be subject to further investigation and may result in financial penalties being issued where evidence is found.
Arrangements will be made for the waste to be cleared this week followed by hoarding to stop un-authorised use of the areas.
Residents will be written to in the coming weeks to explain the necessity of creating the new bin enclosures so that there are accessible waste provisions for residents to use.

Dear Mr Pollock,
Six weeks ago I contacted Enfield Council to report a problem with litter and rubbish collection in Ivy Road N14 (see below). Apart from an acknowledgement of my complaint, I have yet to receive a reply to address my concerns and the problem remains – see attached photographs taken yesterday.
I would be most grateful for your help in resolving this matter, specifically the removal of the ugly metal cage, which blights the street scene, and replacement of the bins that were removed some weeks ago.
