Response details:
Dear Cllr Stephanos Ioannou,
Thank you for raising concerns about the junction of Chase Side with Avenue Road and Osidge Lane. We recognise that this is a busy junction used by people walking, cycling, driving and accessing local schools and services, and we understand why residents are concerned about safety.
The traffic signals at this location are designed to manage competing movements and reduce the risk of collisions by allocating time to each approach. This includes providing clearance time between signal stages to allow vehicles to clear the junction safely before the next movement begins. However, we acknowledge the concern that the current phasing may feel challenging for people crossing the road on foot and for turning traffic at certain times of day.
A technical review of this junction was undertaken previously, which identified that a stand?alone signalised pedestrian crossing would be the most effective way to improve conditions for people crossing Chase Side. While this remains the preferred option from a technical perspective, the scheme has not been taken forward as it has not been prioritised for delivery within the Council?s current programme of works. In the absence of an agreed scheme, the junction remains in its existing layout and continues to be monitored.
Traffic signals are installed and managed by Transport for London (TfL). While we can ask TfL to review a location, any decision to introduce signals would depend on their assessment and whether the site meets their criteria.
Should circumstances change in the future, such as a TfL led scheme or a material change in safety evidence, the location could be reconsidered.
Yours sincerely
