Thank you for your enquiry regarding the misuse of the public highway on The Vale and Nursery Road, N14.
The Vale, N14
We have received complaints regarding vehicles being stored on The Vale in connection with a business, Southgate Car and Van Rental. Upon my initial inspection, I identified four vehicles registered to the business parked in the vicinity of The Vale at the same time. As a result, a Community Protection Warning (CPW) was issued to the business on 28 May 2026. I revisited The Vale on 18 June 2026 and observed one of the original four vehicles parked on The Vale, N14. I also identified a further vehicle suspected to be associated with the business and I am currently in the process of obtaining the registered keeper details to confirm ownership. Once the keeper details have been returned from the DVLA, I will consider issuing a Community Protection Notice (CPN) to the business. I will continue to monitor the location regularly and will consider appropriate enforcement action should further breaches be identified. In addition, I checked the tax status of vehicles across The Vale and did not identify any untaxed vehicles at the time of my visit.
Nursery Road, N14
I conducted an inspection of Nursery Road on 18 June 2026. During this visit, I checked the tax status of vehicles across the road and identified one untaxed vehicle. Due to the vehicle being untaxed for less than 2 months and 1 day, the only action available to me was to affix an untaxed vehicle notice and submit a CLE2/6 form to the DVLA, enabling them to pursue any outstanding vehicle tax. I did not observe any vehicles being offered for sale or being stored on the public highway in connection with a business at this location.
Vehicles Without an MOT
Currently local authorities do not have delegated powers from the DVLA to take enforcement action against vehicles on the public highway without a valid MOT. Our enforcement powers are limited to untaxed or abandoned vehicles. Vehicles without an MOT can be reported to the police who have the powers to investigate vehicles on the public highway without a valid MOT certificate. Illegal MOT Certificates
The Driver and Vehicle Standards Agency (DVSA) is responsible for investigating businesses that may be issuing illegal MOT certificates. Guidance on how to report an MOT testing station can be found here:

To date, I have not received any additional complaints regarding abandoned or untaxed vehicles, or vehicles being offered for sale or stored on The Vale or Nursery Road, N14, beyond those relating to Southgate Car and Van Rental.
