Dear Cllr Stephanos Ioannou,
Thank you for getting in touch on behalf of your constituent regarding concerns about vehicle speeds on Avenue Road.

We understand residents’ concerns and appreciate that speeding issues on Avenue Road have been raised over several years. Residents are understandably concerned about the risk speeding vehicles may pose and would like preventative action taken before a serious incident occurs.

Everyone should feel safe when walking, cycling, crossing the road or travelling through their neighbourhood, and we welcome residents continuing to raise these concerns with the Council.

To better understand current conditions, we will arrange a speed survey on Avenue Road. This will provide up-to-date information about vehicle speeds and help inform any future consideration of measures at this location. The survey will also allow us to assess whether speeding behaviour has changed in recent years, as residents have suggested.

Should the survey identify a significant speeding issue, the findings will be shared with the Metropolitan Police for consideration of any appropriate enforcement activity.

We have reviewed the latest collision data available from Transport for London and the Metropolitan Police for the three-year period ending 31 March 2026. During this period, five personal injury collisions were recorded on Avenue Road. While any collision is concerning, there are currently locations elsewhere in Enfield experiencing higher numbers of collisions, including incidents involving pedestrians, cyclists and other vulnerable road users. Given limited road safety funding, these locations are currently being prioritised for intervention.

Traffic-calming measures such as speed humps and speed cushions are generally delivered through larger area-wide programmes rather than in response to individual requests. We note residents’ suggestions, including traffic calming, vehicle-activated signs, enforcement cameras and other engineering measures. However, there is currently insufficient evidence to prioritise these ahead of higher-risk locations elsewhere in the borough. The request has been recorded and will be considered alongside similar requests should future funding become available.

As part of the Council’s borough-wide Safer Streets programme, a review of speed limits has been undertaken to ensure they are appropriate, consistent and aligned with current guidance. Public engagement on the programme took place in September 2025 and responses are being considered as part of the next stages of the programme.

No decisions have yet been made on how future 20mph speed limits will be progressed across the borough. The request for a 20mph limit on Avenue Road has been noted and will be considered alongside feedback received from other locations to ensure a fair and consistent approach.

Residents may also wish to participate in Community Roadwatch, which enables local volunteers to work alongside the police using speed-detection equipment to identify speeding vehicles. Warning letters may be issued where appropriate, and the information gathered can help inform future police enforcement activity.

Dangerous or anti-social driving can also be reported directly to the police through the RoadSafe London reporting service. Information provided by residents helps build a clearer picture of where and when issues are occurring and supports decisions about where police resources are focused.
