I think the mast is on the roundabout and actually at the top of Green Dragon Lane o/s the Rugby Club.
Telecom Operators (as such term is defined in the Telecommunications Act 1984 (as amended by the Communications Act 2003) and pursuant to paragraph 9 to Schedule 2 of the Telecommunications Act 1984, have the right to execute works for the purpose of installing telecommunications apparatus in any street considered to be maintainable highway. This includes the upgrade of equipment, which includes masts.
We do get asked to make comments on the these types of works, and we usually comment about traffic management, obstruction of the highway/footpath and whether trees will be affected by the works. I think Planning are only involved if it is the installation of a new mast.
