Thank you for your enquiry on behalf of the Parochial Church Council (PCC) at St Andrew’s Church Southgate regarding the increase in anti-social behaviour around the Church and Church Hall buildings and the plans for new development at ASDA Southgate.

We can confirm that the Anti-Social Behaviour Team were not previously aware of the concerns raised by the PCC, however following your enquiry, a case has been logged on our ASB Database for investigation.

We have contacted the Southgate Ward Safer Neighbourhood policing Team to make them aware of the reports of anti-social behaviour and drug use around the Church and Church Hall buildings and have requested that they add this to their areas of priority to ensure there is regular patrol and increased police presence to try and deter the persons responsible for these acts. We would encourage residents to report any anti-social behaviour and crime (including drug taking) to the police on 101, online at https://www.police.uk/pu/contact-the-police or 999 in an emergency. We would also encourage residents to sign up to OWL – Online Watch Link at www.OWL.co.uk or download the app on their smart device to receive regular ward updates about what is happening in their area and the Police i.e. crime prevention messages.

We have made the Council Street Cleansing Team aware of the reports of litter left around the perimeter of the buildings and will advise the PCC to report any further incident of littering directly on the following link https://www.enfield.gov.uk/services/rubbish-and-recycling/fly-tipping-litter-and-public-bins/litter-and-public-bins. The Council are responsible for cleaning litter from Council land only.

We have liaised with Housing Regeneration and Development regarding ownership of the land at the north end of the Church and removal of the benches around that area. The Principal Asset Manager confirmed this is within ASDA’s demised land and advised that you raise this directly with the manager of ASDA. They also confirmed that they are aware of the proposals to make this store a base/depot for a home delivery service and are discussing these with ASDA estate Teams at present. They advised that as they look into the matter and more information become available, they will address any areas that require further consideration. They confirmed that ASDA will only be permitted to make changes that reflect the current terms of the lease.

Highways Services also confirmed that any new development should involve a planning process under which the traffic impacts will be considered. Details on Council website advise members of the public on how to make enquiries around specific planning enquiries.

The Journey and Places programme are considering what improvements could be made to the high street along Chase Side, but they will not be impacting the area around the church as they are currently looking at the portion of Chase Side between the ASDA delivery ramp and the underground station.
