Southgate Planning: Change of use from police station with offices above to a 65-room Hostel including associated refuse/recycling and cycle parking provisions

Attention Southgate residents. An application has just been submitted to Enfield Council.

Planning Application 24/00732/FUL – Change of use from police station with offices above (Sui Generis/ Class E) to a 65-room Hostel (Sui Generis) including associated refuse/recycling and cycle parking provisions.

All three of your Southgate Councillors believe that this is a site begging for development and does require investment. We must weigh the benefits of development and no development at all. This site has been left for some time and the plans displayed are better compared to its current vacant and derelict state.

However, this does not mean we are supporting the application, and we will be seeking clarification on the exact type of hostel this would be. Southgate already has two large hotels for accommodation in the vicinity so this might be surplus to requirements. We will most likely be asking for this application be taken to planning committee for a fair hearing so that it is scrutinised and investigated correctly.

  1. I do not agree with a hostel in the area. It’s bad enough at the moment with all sorts happening in southgate. How will a hostel improve Southgate. It won’t! It will contribute with driving the area to the ground. Southgate is a mess and needs improvement. A hostel will not be an asset to the area

        As a parent of teenagers who pass through Southgate everyday I already know that this is an unsafe environment. There is already a high volume of antisocial behaviour in this area, with such a large gathering of single men frequenting in the cafes day and night. Why would anyone think that creating a 65 unit hostel for homeless people improve the area when it already has a massive problem with antisocial behaviour, mugging etc
        Can you please ask the planning department why they feel this type of use of this building would improve the southgate area ????

  2. I do not agree with a hostel. This will bring down the area even more and it is bad enough already. No way will this improve southgate. If anything will make it worse in my opinion.

  3. I agree with the earlier comment that a hostel will not improve the situation in the local area. A hostel will increase crime and disorderly behaviour and drive the area to the ground. The building should be knocked down and converted into offices or shops (not a betting shop or fast food establishment, or charity)

  4. A hostel at this site would be detrimental to the area. I fear that it’s residents would be a perfect target for those believed (by many residents) to be conducting criminal activities in the area.

        Southgate is deteriorating rapidly with thr numerous coffee shops that are worst during weekends. Having a hostel that I’m presuming will be temporary housing for the homeless and ex convicts. This is not what the residents of a mainly family oriented community want.   5. I thought Enfield policy was to place homeless people in accomadation outside of the Borough due to housing costs. Does this mean hostel accomodation prices are really low?

  6. Echoing what others have said. Why is this even being considered? It demonstrates a lack of knowing the area, and shows a lack of care for everyone.

    Why is it locals have to fight against silly ideas like this. They should be immediately rejected. If passed and it is flooded with undesirables, children going to and from school will be out at risk. The unrealised systemic issues this can create are unquantifiable.

    The level of crime now operating in Southgate, Palmers Green and Winchmore has sky rocketed and this will only add to that.

    Who seeks to benefit from the hostel?

  7. There are many types of hostel, such as nurses hostel, tourist hostel, homeless persons or refugee hostel, all needed in some way but all with very different implications. The problem for the planning authority is how to control the type of hostel, or how it is managed, as planning conditions have limitations as to how far they can go. And a temporary planning permission may have serious implications for funding etc. More information required!

    I think Southgate high street needs a total revamp.
    Use the space wisely.

      I am saddened at the proposed application change of use to a hostel. What we need is the return of a police presence and/or community personnel. Living on Chase Side, I have witnessed the deterioration of this area, mostly being drug related. My suspicion is the planned usage incumbents (some) would only add to our local crime statistics.

  10. Yet again, the council is not thinking of the local residents or users of the High Street. I am already reluctant to walk the High Street alone or with my daughter. It is run down and overloaded with motor cycle delivery drivers. A hostel of any description would further detrimentally affect the area.

    In the area such as GPs, Hospitals and state schools then no. Enfield has no room for this. Why can’t that building be used as something that will serve the community ….we need nurseries, clinics, NHS dentists etc.. Enfield has a massive demand for social accommodations, my guess this is a Labour demand and they have the budget for this specific purpose but don’t have the budget for the strain it will cause on other public services in the borough. No!

  12. This is the last thing that Southgate needs. The area has enough problems already without adding to them. There are 3 hotels in the area already we certainly don’t need a 4th. Enfield Council aren’t interested in what the residents have to say, no doubt that’s because the people granting the planning permission don’t even live in the area they are ruining.

  13. Absolutely unnecessary and waste of taxpayers money. I cannot see how this “hostel” will positively impact N14. The police station requires positive development for local residents. N14 has hotels and many flats proving impossible to navigate around the area.

    Can we not question her reign over Enfield , and how Nesil runs it with who . !!!! It’s funny how Southgate and Winchmore Hill have been allowed to become run down .
    And I’m so impressed with parts of Enfield across the A10 . Along Hertford road how the roads and public spaces look great .

  16. This is the worst idea I have ever heard. Why would you want to drive, a once sought after affluent area further into the ground and put good honest tax payers off the local schools and shops. Bring back police presence! Not more undesirables! Make us feel safe again. Our children are at risk of being robbed and being offered drugs!

  18. I disagree that any development is better than no development. The money laundering and drug dealing gangs now sadly prolific in Southgate and particularly along Ashfield Parade continue to exist in such numbers will mean that these already vulnerable youngsters will be easy prey for these gangs who are already bullying out legitimate businesses and opening fighting between rival groups. What a terrible idea to add troubled youth into the mix !

These already vulnerable people will be easy prey for the money laundering and drug gangs now sadly and openly prolific in Southgate. The gangs have already bullied out many legitimate businesses and continue to put pressure on others. Adding a hostel full of vulnerable people to this mix is a recipe for further problems in the area. Please please reconsider.

  21. This seems incredibly tone death and I can not understand how anyone thinks this will improve the area. My daughter and friends already avoid Ashfield Parade, not taking into account the parking issues that seem to be completely ignored. The high street already feels a place to avoid with scores of helmeted Delivery drivers and young children being robbed due to lack of Police etc. Money needs to be invested to bring people and business to area, not a hostel that will drive more away.

  22. No way!! This area has become a joke already. It’s gone downhill over the years and this will surely make things worse. This building should be converted into offices or another establishment that will benefit the area. I don’t agree that it is better than a building currently not in use. I feel Southgate is unsafe for our children as it is and surely this will make it much worse.

  24. Mopeds outside of McDonald’s blocking the road are an absolute eyesore. Southgate near the tube looks grungy and feels unsafe. Worry about my teenage children when they use the tube. I agree the police stn should be developed, shame it couldn’t remain as a police stn but that ship has sailed.

  25. This is an awful idea. My child goes to Ashmole school and already they are wary of going along Southgate high street. His friend had money snatched from his hand in a shop when he was about to pay. The police are aware of all the petty crimes happening in the high street.
    Parents of Ashmole children patrol the area on the last day of terms, not because of the behaviour of the children but to make sure they are safe.
    Exactly how will a hostel benefit the area?????
    London is already extremely overpopulated and drowning, why not build new towns in the stretches of unused areas up and down England, why always London.
    New towns, houses,shops and schools could be created elsewhere which in turn would create new jobs.
    Please think long and hard before making the wrong decision.

A total disregard for the residents who have happily settled to have peace and quiet. Did we even think about the decrease in property value for the area?   31. It appears that the premises have already been established as a hostel,and commenced trading without the necessary planning permission, as evidenced by online reviews written by people who have booked and stayed at this accommodation in early 2024.

    It appears therefore that retrospective planning permission is now being sought from Enfield Council. The law has been breached in this case – whoever is responsible for this business must be held to account and Enfield Council must also be held to account for allowing this to happen.

    The residents of Southgate do not want this hostel, and I suspect that this is why the business has been allowed to establish and begin trading without obtaining proper planning consents. Enfield Council are responsible for the enforcement of local planning consents and they must be held to account for allowing this to happen against residents wishes.

  34. I wonder if the council is aware that rooms in the building are already being rented out on an AirBnB-type website? In the last few days, Crown Lane neighbours have encountered several people trying to find the property for rooms they’ve booked, or moving in with suitcases (on the Crown Lane side of the building). Does this imply that the owners are already running it as a hostel of sorts, prior to change of use being granted? I’m unsure if they already have permission for some flats/rooms being rented out, and the change of use is for a different part of the building, but it seems suspect. This information may be useful to you when objecting, if they are illegally renting it out before a change of use is granted. Concerns really depend on the type of hostel being planned, and its intended use/clientele. However, the work being done there has involved burning a lot of rubbish during the day – so much so that local residents thought there was a fire – which probably isn’t legal, so that doesn’t reflect well on the new owners/developers.

  37. I’m interested to know why, if planning approval has not yet been granted, the developers are already inside with work well underway to convert it into what they have described as “social housing for vulnerable people”?

    They have posted videos on YouTube touring the building, showing the communal bathrooms they’ve already fitted, the sinks they’ve plumbed into shoebox rooms and the new lick of paint…

    Does this mean it’s a done deal already? Surely you wait until planning permission is granted before you start work or it’ll be a waste of money if it gets rejected…? 🤔

  39. Further to my comment above, my neighbours and I have learned that rooms at this property are *already* being rented out on Booking.com and Livestay.co.uk. If the change of use has not yet been granted, I would assume that rooms should not be being rented out already – surely not legal? And why is the work already underway if planning permission has not yet been granted? Very suspect.
    Goodness knows we need more affordable accommodation, particularly for vulnerable people fleeing situations such as domestic violence, care leavers or young people leaving abusive situations. However, the rooms and shared bathrooms/facilities shown in the videos look very bleak, and this certainly wouldn’t be a safe place for vulnerable people if they have to share facilities with drug users, substance abusers and prison-leavers, who often end up populating hostels of this kind. It’s very worrying – as well as being a very grim and scary prospect for the local area.

  41. I am against a hostel. A hostel is different from a hotel, and the fact that a comparison to a hotel is made in the application above, is quite confusing. We don’t need another hotel. We certainly don’t need a hostel.

    We need a development plan that adds to the local community to improve and renew our high street. Be it a cinema, shops, co-working spaces, or something along these lines (my ideas may not be exhaustive) that enriches our neighbourhood.

      May I just take the opportunity to make it absolutely clear that all three of your Southgate Councillors intend to lobby against the application. Of course, this will be decided by planning officers and by the planning committee where it will be scrutinised. During the run up to this, we will be lobbying hard to ensure that this application gets rejected.

      All three of your Conservative councillors in Southgate believe that this is not a positive addition to the area and it’s very clear in the past 24 hours that people have made their feelings clear about this application, and that the community in no way supports this application.

      I have received more than 150 emails in my inbox alone on this one issue in the last 24 hours, which is an extraordinary number against an application. We are therefore taking on board the comments and the views of the local community and will represent their views in rejecting this application.

      I will be passing on your comments to the case officer that will be assigned for assessing and reviewing this application. And of course, as I have mentioned before, I am asking for this application to be taken to committee for correct scrutiny. I believe this application would not be a beneficial addition to the Southgate area and therefore I am sceptical and am asking for the application to be rejected.

      However, in submitting your comments to the department, I would also appreciate it if you could log your comment independently to make sure that the system does process them and that they are involved in the local consultation that will be happening. I have provided the link for you below.

  42. We put forward loads of objections for the planning use of the new cafe Coffee +355 to serve alcohol and open late (we all know how beneficial these new ‘coffee shops’ have been to our local area) and the council went ahead with it regardless of our views.

    We should be consulted properly and it’s real shame we are not being heard, this should be a community asset and you should be more open to hearing what we want our local space to be and not decide to use this has a hostel to house people. I understand everyone needs somewhere to live but there are existing planned developments for that. How can you support us in ensuring this becomes a space for local people?

  43. I am totally against the idea of turning the police station into a hostel. Unfortunately Southgate is not the area it used to be. There is already an increase in crime and adding a hostel will definately bring down the area further. It is not safe for teenagers to walk the streets at the moment and it is extremely intimidating for young girls who pass by the cafe’s where they are full of men sitting outside

    I have just tried to log into the planning application website with the following planning application reference: Planning Application 24/00732/FUL and received this message several times after trying:

    This is probably happening to other people and needs to be investigated. Sui Generis is a loophole being used by property investors to maximise income. Take a look at the advice they are receiving from this website for one: https://hmo-architect.com/blog/hmo-planning/sui-generis-planning. This is Not for social housing as it would not be permitted by the GLA’s and Council’s housing standards. Mention of its use as social housing is designed to tap into the emergency Council’s are dealing with in terms of finding temporary accommodation other than bed and breakfast.
    I would be surprised and concerned if Building Control allow this building to pass the current Building Safety Regs 2023 in terms of fire safety. There is no internal amenity space which means the residents will use the neighbouring streets to socialise. It will be inevitable that vulnerable people will be placed in this accommodation with no support because this is not a Pathway hostel. By the developers own admission in their video on You Tube, every inch of space is being turned into a bed space for which the rent will at least be set to the Local Housing Allowance which the Council will pay in Housing Benefit.

    Has the decision already been made? Has the planning officer given the developer the “green light” to proceed? The video of building work underway seems to suggest so.

    This decision cannot be taken by an officer and should go before the planning committee given the impact on the local community. Others have stated it eloquently. The high streets in Southgate, Cockfosters and neighbouring areas are becoming a magnet for money laundering, drug peddling and other offences. We all see and are intimidated by the growing groups of men sitting about appearing to be doing nothing and that can only mean one thing because if they were legitimately engaged they would be at a place of work, building site, hospital, warehouse, railway station, office or working from home like the rest of the working age population.

    An oversupply of similar type dwellings increases the burden on the existing population whose demands to keep young people safe and free from being drawn into drug and other illegal activities are legitimate concerns for a council, especially one that is concerned about knife crime and protecting all vulnerable people. Increasing the density of vulnerable single people (especially men) in a small geographic area will generate so much distress, that if permission is given for this conversion to take place will impact the area for decades. We recently witnessed in Cockfosters the clashes that occur when criminal gangs get upset with each other. There is and will be a link between the two and council officers involved in managing hostels and accommodation for single homeless people know that the concerns raised by the community are real. They witness it themselves and know that it is only the lucky homeless and vulnerable people who manage to break free and out of the clutches of criminals. As others have said we need community facilities. The station could be turned into a multi use hub to have a police presence, provide a primary care facility and provide housing advice for those who need it and those who have a spare room to rent out. This application cannot be about the desire of one more property developer wanting to make even more money off a desperate council and vulnerable people, but should be about whether this so called “hostel” will add real value to the community of Southgate. I object to this planning application and believe too little and inappropriate consideration has been given to it by the planning officers.

    It has surprised and concerned me that this proposed development was only brought to my attention because my barber volunteered the information.

    There is no formal development notice stuck to the front of the building and I am not aware of any lamp posts having notifications attached either.

    Having been handed the details of where I can find the proposed development on the Enfield Council website, I was then confronted with a drawn out process of having to register before I could make a ‘comment’.

    I’ve lived in the area for 51 years. There was a time soon after ASDA opened that the high street suffered a downturn before slowly becoming a more lively combination of bars, cafes, restaurants, and a few bank branches.

    With the closure of the police station and new tech resulting in bank branches disappearing, the feel and appearance of the high street has declined.

    Crime has visibly increased with my wife and I having been witnesses to a ‘Boots’ store robbery and ‘Creams’ cafe staff being threatened while their tills were emptied in front of terrified women and children. There was also a stabbing in Winchmore Hill right in front of my mother’s house that resulted in the victim succumbing to their injuries.

    I don’t recognise the town any more and it upsets me to think that I will have to make the decision to leave, especially if the proposed development goes ahead.

    Enfield is already a mecca for Albanian immigrants who appear to have been the reason for a rise in criminal activity, namely drugs and money laundering. To add the burden of more illegal immigrants into the mix is counter productive.

    Why do I say more ‘illegal immigrants’? Because I saw a presentation on YouTube ( https://www.youtube.com/watch?v=9WCPxHinO3I ) about the proposed development where the gentleman mentioned the apartments being used for ‘asylum seekers’ as well as emergency accommodation/social housing. Given there is a huge influx of men arriving on our shores that are being placed into hotels and any building that can be easily converted into suitable accommodation, it is inevitable that the old police station will be filled with illegals and not for citizens that have been in need for a considerable time.

    I have a young daughter that attends Osidge School, one of many schools in the immediate area. I thought it was bad enough having LTNs diverting all traffic to central Southgate increasing the air pollution for our children to breathe … the opposite of what the LTNs had been promised to deliver. We now have the added worry of an influx of undocumented men whose background we have no knowledge of. I am worried because of the reports from other areas of the country that have had a similar influx resulting in lewd behaviour, sexual advances, sexual assault, and indecent exposure … to children and adults. There is also reports of increased criminal activity in the area surrounding the location of the housed immigrants.

    I can’t ignore the reports. I can’t ignore the threat to my family’s safety. If this development goes ahead then I will have to leave the area as I do not believe my family will feel safe to walk the streets.

  46. This is a real concern. I am writing on behalf of my mother who is in her 80’s and lives on Crown Lane. She is very worried about this. The crime rate will increase and it will lower the value of the area. It has already become a really crowded place with rising crime rates. Familes and the elderly do not feel safe. I object to this planning application.

  47. This proposal is ridiculous! There is already ASBO at the new hotel in Ashfield parade, not to mention the traffic wardens can’t even issue parking tickets as they are being threatened!
    The police station should reopen as a police station as Southgate is becoming a really dangerous area to live and not what it used to be. If it carries on like this, I will be forced to move to a quieter and safer location as most of my neighbours have also had their cars stolen in the middle of the night and nothing is done about it
